It can mean only that the website accepted a submission or that its mail function handed the message to a sending service. Test the complete route from the form to the receiving mailbox.

Find where the journey stops

Check whether the form validates and submits, whether the server accepts the request and whether the mail service reports a failure. Then inspect the destination, spam folder and any available delivery logs. Do not repeatedly submit a customer's private information while testing.

Use a clearly labelled test message and an address you control. Include a unique reference so you can match the submission with a notification and acknowledgement. Record the result rather than assuming that silence means the form never submitted.

Check the sender setup

Use an appropriate address on your own domain as the sender, with the visitor's address as the reply destination where supported. Review the actual mail provider, authentication records and any recent DNS changes. A provider or hosting support team can help interpret delivery errors.

WordPress explicitly notes that a successful return from wp_mail does not automatically establish receipt. That distinction matters when you decide what the visitor sees after sending.

Make failure understandable

The form should preserve the visitor's message when submission fails and offer a direct contact alternative. An acknowledgement should identify the enquiry without promising a response time you cannot maintain.

My own enquiry upgrade was tested through both notification and acknowledgement delivery.
